Dutch online casino licence renewals: all eight run to 2031

Every operator from the first wave of the regulated Dutch online market that is still active has now secured a new licence. This round of Dutch online casino licence renewals covers the eight remaining original brands, and each new five-year permit runs to 2031, replacing licences that expire on 30 September 2026.

The last name to be confirmed was BetCity, owned by Entain, which announced its approval on LinkedIn. Intergame's report on 15 September lists BetCity with the seven other brands that have been in the market since the 2021 launch. The Kansspelautoriteit (Ksa) has not published a single statement listing them, so this round-up relies on operator announcements reported by trade press.

Which Dutch online gambling operators had their licences renewed?

According to casinonieuws.nl, Holland Casino Online, Fair Play Online, Kansino, TOTO Online and Bingoal announced in early August 2026 that they had received new licences.

Three more followed in mid-September. bet365 and GGPoker confirmed their renewals on 14 September, and casinonieuws.nl reported BetCity's new licence the same day, completing the set of eight.

All eight new licences last five years, although the trade reports differ slightly on the exact end date in 2031.

Why did Dutch operators have to reapply?

Dutch online gambling licences are not simply extended. As casinozorgplicht.nl explains, existing holders had to file a new application and go through a fresh assessment, even though they had been operating legally since 1 October 2021.

The requirements had also tightened. Under Ksa policy rules, applications filed from 1 January 2026 must include an exit plan explaining how the operator would close its games and repay player balances quickly if it left the market.

An operator's compliance history also shapes the decision. Published sanctions are weighed even if the operator is still appealing them, and the Ksa can attach tailored conditions to a new licence.

Why were only eight of the original ten licences renewed?

The first ten online licences took effect on 1 October 2021, when the regulated market opened. Two of those first licensees have since gone. LiveScore Bet and Tombola exited the Dutch market by choice, and the Ksa withdrew their permits on 23 December 2024 after the companies asked it to, so eight of the original group remain.

JACKS.NL, the first operator licensed after the original ten, is on a different timetable. It needs a new licence by 20 November 2026 to keep operating, and the trade reports we checked did not yet include a decision.

What happened to Lotto's monopoly licences?

In a separate announcement on 11 September, the Ksa said it had awarded Lotto B.V. three monopoly licences for another five years. They cover lotto games, instant lotteries such as scratch cards, and land-based sports betting, and they replace licences that expire on 31 December 2026.

An appeal on whether the monopoly system can lawfully continue is before the Council of State. As of 15 September 2026, its ruling was due on 16 September.

The Ksa's announcement looks at two outcomes. A ruling that other companies must be let in would not have to end Lotto B.V.'s new licences, although rivals could then apply as well. A ruling against handing out the licences without an open award could lead to their withdrawal, but the Ksa says no withdrawal would come sooner than a year after the judgment, because it would first need to prepare a transparent process.

These are not online casino licences, and whether they stay exclusive, or stay in place at all, depends on that ruling.

What the renewals mean for players

If you play at one of the eight renewed brands, the new licences mean they can keep operating legally in the Netherlands after 30 September 2026. None of the announcements we checked mention any action players need to take.

Before you sign up, check the site in the Ksa's Kansspelwijzer register, which lets you search by name to see whether an operator is allowed to offer gambling in the Netherlands. A site that does not appear there has no Dutch licence, whatever its marketing claims.

Licensed status also matters for self-exclusion. A registration in Cruks, the national exclusion register, stops you gambling with legal Dutch providers online and in licensed gaming arcades and casinos for at least six months.
